The objective of the WIN Solution for Economic Development is to capture how a region or state is currently poised to underpin economic development efforts that lead to job creation for the region. The overarching goal of the WIN Solution for Economic Development is to determine the strengths and weaknesses of the local economies as they relate to:
- Increasing the numbers of total jobs
- Increasing the concentration of demand-driven, better-paying jobs
- Addressing the needs for future jobs based on forecasted future economic growth and targeted industries and industry clusters
- Aligning education and workforce training programs to meet the current and future skills needs of employers
- Creating, monitoring, and improving their competitiveness agenda
The WIN Solution for Economic Development is a program directed toward increasing the skills of the state workforce utilizing innovative tools to develop the economy of the state. The WIN Solution for Economic Development involves several key factors. Employers have trouble finding and hiring people who have basic employable skills and who are therefore trainable for specific jobs. The WIN Courseware and ACT, Inc.’s WorkKeys® assessments along with ACT, Inc.’s Job Profiling system and the Career Readiness Certificate all contribute to the building up of a state’s workforce. This system targets the skill gaps that exist between the skills required in today's workplace and those exhibited by potential and incumbent employees. The WorkKeys assessments measure a potential employee’s workplace skills and the WIN Courseware provides skill mastery remediation for the identified skill gaps. The Career Readiness Certificate is a portable credential awarded to a job seeker once certain skills are achieved and assessed. The ACT, Inc. Job Profiling system is a tool for employers to evaluate and determine the skill levels required to perform a specific job. The Career Readiness Certificate is used in conjunction with the Job Profiling system to assure employers that a job applicant actually has the basic skills that were determined by the Job Profile.
The WIN Strategic Compass is designed to utilize the information determined by the above process to guide the integration of economic indicators, policies, programs, and related resources with a state or region’s economic priorities. A unique tool, the WIN Strategic Compass is an online service that can be accessed by multiple stakeholders interested in the economic well-being of a specific geographic region. The WIN Strategic Compass integrates several elements that are often contained in separate software packages, such as indicator dashboards, economic analyses, strategic plans, and resource allocations aimed at improving the economy. Most importantly, the WIN Strategic Compass allows thought leaders the ability to create, monitor, and improve their competitiveness agenda. |
